City Building

The City Plan

Our city is growing! The City Plan is Edmonton's high level plan for how we grow towards a population of 2 million people in our city. We need to ensure we're building a city that thrives and is welcoming to all. The plan is being brought to life by the work below. These tools, along with stream-lined permitting, grants, and more are working to fast-track development and get more housing built quickly and responsibly.

  • District Plans: The proposed District Plans will be coming for 3rd reading at Public Hearing this fall. The new District Policy and 15 district plans guide development of services and infrastructure to give people more choice and access to amenities close to their home. It also removes several outdated and contradictory policies and area development/ redevelopment plans.

  • Zoning Bylaw:  Zoning looks at each parcel of land in the city to help guide what can be built where. The Zoning Bylaw was overhauled and replaced with Bylaw 20001 on January 1, 2024 to help modernize zoning for City-building of today.

  • Priority Growth Areas: Specific areas in the City have been identified for having potential for higher growth and density. There is a portion of Inglewood that is included in a priority growth area, however, it is not being recommended for proactive upzoning through this initiative.
